Recently, the General Office of the State Council has issued the Implementing Opinions on Improving the Leading Role of Mass Entrepreneurship and Innovation Demonstration Bases to Further Promote Reform, Stabilize Employment and Enhance Growth Impetus (the "Opinions").
The Opinions put forward that the first is to actively respond to the impact of the epidemic and consolidate and strengthen the endogenous vitality of innovation and entrepreneurship. The second is to play the leading role of diversified subjects to create important carriers for entrepreneurship and employment. The third is to improve the development of coordinated linkage and set a leading benchmark for collaborative innovation. The fourth is to strengthen financial support for innovation and entrepreneurship, striving to solve financing problems. The fifth is to deepen cooperation on opening-up and build important nodes for global entrepreneurship. The sixth is to promote a pilot reform for comprehensive innovation to stimulate momentum for innovation, entrepreneurship, and creativity. Among others, the Opinions make it clear that the relief policy for start-up businesses will be implemented. The phased reduction and exemption of corporate social insurance premiums, postponement of payment of housing provident funds and other burden alleviation policies will be effectively implemented. The phased reduction of basic medical insurance premiums for employees will be effectively carried out in accordance with policies of local pooling areas. Preferential policies such as value-added tax reduction and exemption for small-scale taxpayers will be effectively implemented. In addition, the Opinions point out that the demonstration of financial services for innovation and entrepreneurship will be deepened, and the ecological chain of innovation and entrepreneurship and venture capital investment will be perfected.
