Recently, the Ministry of Transport ("MOT") has issued the Guiding Opinions on Promoting the Construction of New Infrastructure in the Transport Sector (the "Guiding Opinions").
The Guiding Opinions set the goals of achieving significant results in the construction of new infrastructure in the transport sector by 2035, among others. To this end, the Guiding Opinions define 14 major tasks in three aspects: the first is to build an integrated and efficient intelligent transportation infrastructure, especially in the transport sector, with the intelligent highways, railways, waterways, ports, civil aviation, postal services and hubs, and new materials and new energy applications as carriers, embodying the comprehensive empowerment of advanced information technology to the industry. The second is to boost the construction of information infrastructure through the cooperation with relevant departments to promote the industrial application of advanced technologies, including 5G, Beidou system and remote sensing satellite, network security, data center, artificial intelligence (such as automatic driving). The third is to improve the industry's innovation infrastructure, mainly the building of science and technology R&D support capabilities, such as long-term performance monitoring networks of laboratories and infrastructure.
