The Customs Tariff Commission of the State Council has recently issued the Announcement on the Extension List of the First Set of Exclusions for the US Goods Subject to Additional Tariffs (the "Announcement").
The Announcement points out that, pursuant to the Announcement of the Customs Tariff Commission of the State Council on the First Set of List of US Goods Excluded from the First Round of Additional Tariffs on US Goods (Announcement of the Customs Tariff Commission [2019] No.6), the first set of lists of US goods excluded from the first round of additional tariffs on US goods will expire on September 16, 2020. The Customs Tariff Commission of the State Council has decided in accordance with procedures to extend the exclusion period for the goods mentioned in the said document. The Announcement makes clear that for goods including lubricating oils specified on the Extension List of the Frist Set of Exclusions for the US Goods Subject to Additional Tariffs annexed to the Announcement, the exclusion period stipulated in the Announcement of the Customs Tariff Commission [2019] No.6 will be extended for one year, which means from September 17, 2020 to September 16, 2021, the additional tariffs announced by China as a countermeasure against the US Section 301 measures, will still not be imposed on them.
