The Ministry of Housing and Urban-rural Development ("MOHURD") has recently drafted the Measures for Evaluation of Integrated Urban Management Services (Draft for Comment) (the "Draft for Comment") for public comments by October 8, 2020.
The Draft for Comment contains six chapters: general provisions, evaluation indicators, evaluation methods, implementation of evaluation, application of evaluation results, and supplementary provisions. Among others, the Draft for Comment stipulates that the evaluation of integrated urban management services includes self-evaluation and third-party evaluation, and in principle, the evaluation is carried out once a year and completed in the third quarter. At the same time, the indicator system includes such three grade I indicators as city image, urban management bottom line, and people's satisfaction, five grade II indicators including cleanliness, tidiness, and orderliness, and several grade III and grade IV indicators. The Draft for Comment also specifies that the evaluation methods include data statistics, on-site inspection, satisfaction survey, and big data analysis. The satisfaction survey is conducted using online and offline questionnaires. In principle, the number of valid questionnaires shall not be less than one thousandth of the permanent population of the city at the end of the previous year, and the number of offline questionnaires shall not be less than 60% of the total number of questionnaires.
