Recently, the General Office of the State Council has issued the Opinions on Accelerating the Development of New Types of Consumption Led by New Business Forms and Models (the "Opinions").
The Opinions mainly cover the contents as below: firstly, increasing efforts to promote the organic integration of online and offline consumption. It is imperative to orderly develop online education, actively develop Internet healthcare services, encourage the development of smart tourism, vigorously develop smart sports, and innovate contactless consumption models; secondly, accelerating the construction of infrastructures and service guarantee capabilities for new types of consumption. It is a must to strengthen the construction of new infrastructures such as 5G network and Internet of Things, and give priority to covering core business areas, key industrial parks, important traffic hubs and main application scenarios; thirdly, optimizing the development environment for new types of consumption. It is necessary to perfect the service standard system, promote the construction of standardization for new types of consumption, and simplify and optimize the handling of permits and licenses to further optimize the business environment of new business forms and models for retails; lastly, enhancing policy support for new types of consumption. Attention shall be paid to strengthen financial support, further research on the optimization of tax collection and administration measures for enterprises in the sector of new types of consumption, optimize financial services, and encourage various payment and clearing service entities including banks to reduce handling charges.
