The Administrative Measures for Tobacco Monopoly Licenses, adopted upon deliberation at the 23rd executive meeting of the Ministry of Industry and Information Technology on May 17, 2016, are hereby promulgated and shall take effect as of July 20, 2016.

Chapter I General Provisions
Article 1 These Measures are formulated in accordance with the Law of the People's Republic of China on Tobacco Monopoly, the Administrative Licensing Law of the People's Republic of China, the Implementing Regulations of the Law of the People's Republic of China on Tobacco Monopoly, as well as other relevant laws and administrative regulations, in order to regulate the administration of tobacco monopoly licenses and protect the legitimate rights and interests of citizens, legal persons and other organizations.
