To implement the guidelines stipulated in the Circular of the State Council on Issuing the 13th Five-Year National Plan for Developing Undertakings for the Elderly and Establishing the Elderly Care System (Guo Fa [2017] No.13), the Circular of the General Office of the State Council on Forwarding the Guidelines of the Ministry of Finance, the National Development and Reform Commission and the People's Bank of China on Promoting the Public-Private-Partnership (PPP) Mechanism in Public Services (Guo Ban Fa [2015] No.42), make concerted efforts to arrange for improving the quality and capacity of service consumption provided in the happiness industry, encourage the adoption of the PPP mode to push ahead the supply-side structural reform in the elderly care service sector, speed up forming and developing the elderly care service sector, shape a multi-layer and diversified market of elderly care services through multiple channels, and drive the development of undertakings for the elderly, the following opinions are hereby given,
I. Overall Requirements
1. Guiding Ideas
Fully implement decisions and arrangements made by the Central Committee of the Communist Party of China to develop undertakings for the elderly and the elderly care services, put new development ideas into practice, exert ourselves to promote the supply-side structural reform in elderly care services under the PPP mode, optimize ways to invest capital and use resources for the elderly care service sector, give play to the major role of private investors, motivate social forces, improve the efficiency and capacity of supplying elderly care services, make multi-layer, multi-channel, and diversified elderly care services more convenient and available, strive to develop elderly care services into an important impetus to expand domestic demands, increase employment, safeguard and improve livelihoods, and promote economic transformation and upgrading.
2. Basic Principles
Being government-led and market-oriented. Adhere to the orientation of the supply-side structural reform in elderly care services, promote the scientific PPP concept in a profound way, optimize the direction and manner of using government funds and resources in the field of elderly care services, give play to the leading and driving effects, pay attention to playing the market's decisive role in resource allocation, create market conditions full of fair competition, encourage a wide variety of market players to become engaged in elderly care PPP projects, completely arouse the enthusiasm of social investors, particularly private investors, and gradually enable social forces to turn into the pillars of elderly care services.
