按照国务院专题会议有关要求，在广泛征求采纳有关部门、行业协会、重点企业意见建议的基础上，国家发展改革委、财政部、商务部对《鼓励进口技术和产品目录（2016年版）》进行了修订，形成了《鼓励进口技术和产品目录（2017年版）》（征求意见稿）。
