Relevant departments of the Central Committee of the Communist Party of China, all ministries and commissions of the State Council and all institutions directly under the State Council, Logistical Support Department of the Central Military Commission, all departments of the armed police, General Office of the Standing Committee of the National People's Congress, General Office of the Chinese People's Political Consultative Conference, the Supreme People's Court, the Supreme People's Procuratorate, central committees of all democratic parties, relevant people's organizations, relevant centrally managed enterprises, finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan as well as Bureau of Finance of the Xinjiang Production and Construction Corps,
Relevant matters are hereby notified as below, in order to deeply implement the Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Implementing the Budget Performance Management (the "Opinions"), accelerate the establishment of an all-round, whole-course and fully-covered budget performance management system, enhance the allocation efficiency and utilization benefit of fiscal resources and strengthen government credibility and executive force:
