为落实党的十九届四中全会关于“立改废释并举，不断提高立法质量和效率”要求，做好《优化营商环境条例》贯彻工作，我们组织开展了全委规章规范性文件清理，对存在已过时效性、已被新的文件替代、相关任务已完成、调整对象已消失等情形的文件，整理形成了《拟废止的规章目录》和《拟废止的规范性文件目录》，现向社会公开征求意见。
