Administrative Measures for New Varieties of Food Additives

The Administrative Measures for New Varieties of Food Additives, adopted by the Ministry of Health at its executive meeting on March 15, 2010, are hereby promulgated and shall come into effect as of the date of promulgation.

Article 1 For the purpose of strengthening the administration of new varieties of food additives, these Measures are formulated in accordance with the Food Safety Law and the Implementing Rules of the Food Safety Law of the People's Republic of China.
 
Article 2 New varieties of food additives refer to:
1. Varieties of food additives that are not included in the national food safety standards;
2. Varieties of food additives that are not included in the public announcement of permitted use issued by the Ministry of Health; and
3. Varieties of food additives scope of use or dosage of which is increased.
 
Article 3 Food additives shall be technically necessary and proven safe and reliable through risk assessment.
 
Article 4 Use of food additives shall satisfy the following requirements:
1. Without concealing deterioration of food;
2. Without concealing any quality defect of the food itself or in the progress of its processing;
