Provisions on the Scope and Threshold of Construction Projects for Tendering

Article 1 The Provisions on the Scope and Threshold of Construction Projects for Bid Invitation (hereinafter referred to as the Provisions) are formulated for the purposes of determining the specific scope and threshold of construction projects for which bid invitation shall be conducted and standardizing tendering and bidding behaviors in accordance with the provisions of Article 3 of the Tendering and Bidding Law of the People's Republic of China.

Article 2 The scope of infrastructure projects involving social public interests and public safety shall cover:
1. Energy projects of coal, oil, natural gas, electricity, new energy sources, etc.;
2. Communication and transportation projects of railways, roads, pipelines, water transport, aviation, other communication and transportation industries, etc.;
3. Post and telecommunication projects of postal service, telecommunication hubs, letter correspondence, information networks, etc.;
4. Water conservancy projects of flood control, irrigation, drainage, water drawing (supplying), mud flat treatment, water and soil conservation and hydro-junction;
