The people's governments of all provinces, autonomous regions, municipalities directly under the Central Government, all ministries and commissions as well as institutions directly under the State Council,

Implementing Plan of Joint Annual Inspection for Foreign-invested Enterprises has been approved by the State Council and is now sent to all of you for carefully execution in compliance.

The joint annual inspection for foreign-invested enterprises carried out in these two years has been playing an important role in improving investment environment of China, alleviating the burden of enterprises, enhancing government agencies' management over enterprises and urging the lawful operation by enterprises. With a view of further standardizing and improving this work, relevant issues are hereby notified as follows:

I. All regions and all agencies shall take the joint annual inspection for foreign-invested enterprises as an important measure to improve investment environment, enhance supervision and management over foreign-invested enterprises and impel the lawful operation by foreign-invested enterprises; further reinforce the leadership and coordination for joint annual inspection, carefully study and arrange all the work of joint annual inspection on the basis of careful conclusion of previous two years' work. To facilitate the application by enterprises and coordination among agencies, all regions shall create co-working conditions to carry out joint annual inspection.

II. All agencies in charge of joint annual inspection shall jointly prepare a report on annual inspection. The report on annual inspection shall be uniformly printed and issued by an administration for industry and commerce.

III. Co-working expenses arising from joint annual inspection shall be paid by local finance department. All agencies in charge of joint annual inspection shall not charge any new fees, except that the administration for industry and commerce still charges fees according to original standards.

IV. All agencies in charge of joint annual inspection shall perform their own functions, lawfully examined the annual inspection documents submitted by enterprises, and timely propose solution suggestions for those enterprises not meeting requirements and notify other agencies in charge of joint annual inspection.
