The governments of all provinces, autonomous regions, municipalities directly under the jurisdiction of the Central Government, all ministries and commissions under the State Council, and all institutions directly under the State Council,
The state policy on tax refunds for exports, having been implemented since 1985,has played a positive role in encouraging export trade, adding to foreign exchange earnings, and promoting the development of the national economy.
