The term "Normal Loan" as referred to in Article 12 of the Implementing Rules of the Foreign Enterprise Income Tax Law of the People's Republic of China shall mean the loan which is borrowed by the enterprise due to the fact that its operating capital is insufficient or its self-owned capital fails to meet the needs for investment in a certain project, or due to the actual needs for enlarging the scale of production and operation.
