Measures for the Inspection of International Sailing Ships Entering and Exiting Ports of the People's Republic of China

Article 1 These Procedures are formulated for the purpose of strengthening the administration of the international sailing ships entering and exiting the ports of the People's Republic of China to facilitate their entry and exit and improve the uses of the ports.
 
Article 2 The international sailing ships (hereinafter referred to as the ships) as well as their crew, passengers, cargoes and other goods they carry shall, upon entering or exiting from ports of the People's Republic of China, be inspected by organs stipulated in Article 3 of these Procedures in accordance with these Procedures, unless otherwise specified in laws or by the State Council, such specified provisions shall prevail.
 
Article 3 The Harbour Superintendence Department of China (HSDC), the Customs General Administration of China (CGAC), the Border Checking Departments (BCD), the Frontier Health Quarantine Departments of China (FHQDC) and the Quarantine Departments of Animal and Plant of China (QDAPC) (referred to hereinafter as the inspection organs) are responsible for conducting inspection on the ships entering or exiting the ports of People's Republic of China.
 
Article 4 The inspection organs shall carry out their inspection according to relevant laws and regulations and handle the illegal acts found in inspection.
The HSDC is responsible for calling other inspection organs to participate in associated meetings to study and resolve relevant problems arising from the inspection of the ships upon their entry and exit of China's ports.
