In order to meet the development requirements of regional economic integration, further deepen the reform of regional customs clearance, improve the overall efficiency of customs clearance regulation, simplify the customs formalities and enhance the efficiency of customs clearance, the General Administration of Customs has decided to extend the application scope of "declaring and clearing at dependency" with relevant matters announced as follows:

As of May 1, 2014, the imported and exported goods of an enterprise whose operating unit is of Class A under customs classification for management and whose declaration unit is of Class B or above under customs classification for management may apply the principle of "declaring and clearing at dependency" in accordance with the provisions of the Announcement of the General Administration of Customs on Comprehensively Deepening the Reform of Regional Customs Clearance Business (Announcement of the General Administration of Customs [2013] No.58).
