The environmental protection departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government, and the Environmental Protection Bureau of Xinjiang Production and Construction Corps,

Since the implementation of listing environmental audits for more than ten years, the environmental protection departments at all levels have urged listed companies to improve the environment management system and to establish a mechanism for continuously improving environment, solved a number of complicated environment problems, improved the environmental protection level of enterprises, and received the affirmation from the public for their work. In order to thoroughly implement the guiding principles of the Third Plenary Session of the Eighteenth Central Committee of the Party, diligently implement the requirements of the State Council on streamlining administration, delegating more power to lower levels and transforming government functions, accelerate the modernization of environmental improvement system and capacity, fully use market means and information disclosure channels, and further intensify the accountability of listed companies and enterprises as subjects of environmental protection, the Ministry of Environmental Protection decides to reform and adjust the listing environmental audit system.
