The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government; all ministries and commissions of the State Council and all institutions directly under the State Council,
In recent years, the scale of China's service outsourcing industry has been expanding rapidly, and the structure has been optimized continuously, and industrial agglomeration effects with China's service outsourcing demonstration cities as subjects have been enhanced increasingly. The persistence in reform and innovation, the orientation towards the global market, the acceleration of the development of high-tech and high value-added service outsourcing industry, the promotion of ventures and innovation of the general public as well as transformation from primary low-cost competition into more intelligent investment competition are of great significance for boosting the structural adjustment, forming new supports for industrial upgrading, new driving powers of the increase of foreign trade and new engines of the development of modern service industry, and expanding new employment channels. With the view of promoting the accelerated development of the service outsourcing industry and propelling "Chinese services" to a new level and going to the world, the opinions are hereby put forward as follows:
Article 1 General Requirements
1. Guiding thought. As guided by the Deng Xiaoping Theory, the important thought of "Three Represents" and the Scientific Outlook on Development, thoroughly carry out the spirits of the 18th National Congress of the Communist Party of China and the second, third and fourth plenary sessions of the 18th Central Committee of the Communist Party of China, carefully implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, focus on the cultivation of new competitive advantages and the creation of a good development environment as oriented by the expansion of domestic and international markets, insist on the principles of reform and innovation, emphasis of key points, implementation by steps and demonstrative agglomeration, endeavor to stimulate innovation impetuses of enterprises and market vitalities, and enhance the service outsourcing industry to a new level as soon as possible.
2. Development objectives. In the coming three years, foster a batch of middle and high-caliber talents, compound talents and international talents, cultivate a batch of famous service outsourcing enterprises at the international advanced level, build a batch of service outsourcing industry agglomeration zones with prominent leading industries, strong innovation capacity and pioneering systems and mechanisms; further enhance the scale and quality of talent teams, greatly increase the quantity of fresh graduates employed; keep the sustained and rapid expansion of the scale of the service outsourcing industry, realize an average annual growth of over 25% in the scale of international service outsourcing business; further optimize the industrial structure, and continuously enhance the percentage of high-tech and high value-added service outsourcing business; noticeably improve the regional layout, preliminarily form a good development pattern with distinct features, complementary advantages and orderly coordination; remarkably improve the professional service capacity and level of service outsourcing enterprises, further strengthen the radiation and driving effects of China's service outsourcing demonstrative cities; and, further perfect the policy system and service guarantee system of the service outsourcing industry.
By 2020, the service outsourcing industry will develop harmoniously on the domestic and international markets, with the scale being dramatically expanded, the structure being greatly optimized and the enterprises whose international competitiveness has been significantly enhanced, and become an important channel for China to participate in the global industrial division and enhance the industrial value chain.
Article 2 Cultivation of New Competitive Advantages
3. Define the industrial development orientation. Synchronously promote outsourcing services of information technologies, business processes and knowledge processes, take great pains to develop high-tech and high value-added service outsourcing business, and facilitate the extension to the high-end industrial value chain. Regularly promulgate the Guidance Catalogue of Key Development Fields of the Service Outsourcing Industry, and intensify the guidance for the development of the service outsourcing industry. Actively expand fields of the service outsourcing industry, vigorously develop the service outsourcing in fields such as software and information technologies, design, research and development, Internet, medical treatment, industry, energy and others; accelerate the development of service outsourcing in fields such as cultural creativity, education, transport and logistics, health care, scientific and technical services, wholesale and retail, leisure and entertainment and others; and, actively develop financial service outsourcing business, and encourage financial institutions to outsource non-core business.
4. Implement international market diversification strategy. Adapt to the new trend of accelerated international transfer of global service industry, and further expand the communication and cooperation with relevant countries and regions in terms of the service outsourcing. Consolidate and reinforce the cooperation with developed countries, take great pains to raise the percentage of high-end service outsourcing business; actively expand emerging markets, keep expanding new business and marketing networks; deepen the cooperation with surrounding countries, impel the export of service standards; establish closer relations with countries and regions along the Silk Road Economic Belt and the 21st Century Maritime Silk Road, and build a new diversified market pattern.
5. Optimize domestic market layout. Keep a foothold on existing bases and development trend of the service outsourcing industry, deeply excavate the potentials of domestic service outsourcing market, and build an industrial development pattern with China's service outsourcing demonstrative cities as subjects, reasonable structure, distinctive features and complementary advantages. Give play to the industrial agglomeration advantages formed in the Yangtze River Delta, Pearl River Delta, Bohai Rim and Beijing-Tianjin-Hebei Region, actively attract domestic and overseas innovation resources, build a platform of the service outsourcing industry with international advanced level, keep enhancing the industry competitiveness, take the lead in reaching the international advanced level, and accelerate and drive the development of national service outsourcing industry. Give play to the regional advantages of central and western China, further reinforce the construction of infrastructures of the service outsourcing industry, take the promotion of the development of the service outsourcing industry as an important breakthrough of the industrial transformation and upgrading and the establishment of a new height of open economy in inland China, and orderly carry on the industrial transfer in eastern China and in the world. Give play to the advantages of complete industry system in northeast China, keep optimizing the development environment, reinforce the market exploitation and provide the powerful support for the rejuvenation of the old industrial base in northeast China and the transformation and development of resource-based cities.
6. Cultivate and strengthen market subjects. Support enterprises under all forms of ownership to engage in the service outsourcing business, and encourage the professional, large-scale and branding development of service outsourcing enterprises.
