The competent departments of commerce, the development and reform commissions, the competent departments of land and resources, the departments of housing and urban-rural development (development committees), and supply and marketing cooperatives of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and Xinjiang Production and Construction Corps,

With a view to implementing the Opinions of the General Office of the State Council on Establishing the Complete and Advanced Waste Products Recycling System (Guo Ban Fa [2011] No.49), the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Land and Resources, the Ministry of Housing and Urban-rural Development and the All China Federation of Supply and Marketing Cooperatives have formulated the Medium and Long-term Plan for the Development of Recycling Systems for Renewable Resources (2015-2020), which is hereby issued to you for earnest implementation in compliance and strengthened tracking and check of, supervision over and inspection on the implementation thereof.
