Opinions of the General Office of the State Council on Further Promoting Tourism Investment and Consumption

The people's governments of all provinces, autonomous regions, and municipalities under the Central Government, and all ministries and commissions of the State Council,

Tourism is a comprehensive sector in China's economic and social development and an important part of the national economy and modern services. Boosting tourism investment and consumption through reform and innovation is vital to promote the development of modern services, to increase employment and resident income, and to improve the quality of people's life. To further promote tourism investment and consumption, with the consent of the State Council, we have made the following observations:

I. Implement the plan for improving tourism infrastructure and improve the tourism consumption environment
1. Efforts will be made to improve the soft environment of tourism consumption. We shall establish and improve tourism products and service quality standards, regulate the conduct of tourism service, and improve the management and services of hotels, scenic spots, travel agencies, etc. We shall make efforts to regulate the tourism market order, strike hard against false advertising, price fraud, cheating tourists, vicious unreasonably low price competition, and illegal "one day tours" in the tourism market, and further implement the tourists' uncivilized behavior record system. We shall improve the tourist complaint handling and service quality supervision mechanism, and improve the tourism market player exit mechanism. We shall deepen the scenic spot ticket price reform, adjust and improve the price mechanism, and regulate the price behavior. We shall vigorously promote civilized tourism, actively carry out volunteer tourism pro bono services, and improve tourists' awareness of civilized manners.
2. Urban tourist information centers and hubs will be improved. Based on the actual needs of each region, we shall construct tourist information centers in the 3A and above level scenic spots, key rural tourism areas, and at airports, railway stations, docks, etc. We encourage constructing well-functioning tourist hubs with reasonable layouts based on the comprehensive passenger transport hubs and road passenger stations of cities. By 2020, tourist information centers will cover key tourist attractions, tourist cities, and tourist routes.
3. Scenic road and parking lot construction will be strengthened. We shall invest more funds in promoting the construction of roads connecting cities, national roads, and provincial roads with A level scenic spots. We shall strengthen the construction of transport facilities and transport organization between cities and scenic spots, and accelerate the development of seamless transportation from airports, railway stations, and docks to key scenic highways. We shall make more efforts to build parking lots in scenic and rural tourism spots.
4. Regional tourist routine and airport construction in middle and western areas will be highlighted. We shall focus on national key tourism routes and areas of exceptional poverty, and support the new construction, renovation, and expansion of a batch of regional airports in localities where conditions are met, and increase airlines in cities having primary sources of tourists. We shall give full play to the market and encourage enterprises to develop low-cost airlines and domestic tourism charter flights.
5. Efforts will be made to promote the building of toilets at tourist sites. We shall encourage private businesses to build, maintain, and operate toilets, 57,000 toilets at tourist sites will be built and renovated within three years, water facilities will be improved, and non-hazardous recycling treatment of excrement and urine will be carried out. By 2017, toilets in national tourist attractions, along tourist routes and in tourist hubs will meet the requirements such that toilets are adequate, clean, free of charge, and well-operated.
