In order to implement proactive import promotion strategies, raise the overall effect of import, promote the stable and balanced development of foreign trade, and facilitate the optimization and upgrading of economic structure, in accordance with the relevant provisions of the Foreign Trade Law of the People's Republic of China, the Ministry of Commerce, the Ministry of Finance, the National Development and Reform Commission, and the China Banking Regulatory Commission issued in 2007 the Circular on Issues concerning Providing Credit Support for Imported Commodities Encouraged by China (Shang Mao Fa [2007] No.385, hereinafter referred to as the "Circular").
