In order to implement the requirements of "expediting the establishment of access standards for internal combustion engine manufacturing enterprises, exercising stringent control over energy conservation, quality and safety, promoting technical progress of the internal combustion engine industry, and restraining the expansion of outdated production capacity" proposed in the Opinions of the General Office of the State Council on further Strengthening Energy Conservation and Emission Reduction of the Internal Combustion Engine Industry (Guo Ban Fa [2013] No. 12), we hereby issue the Normative Requirements of the Internal Combustion Engine Industry as follows:

Normative Requirements of the Internal Combustion Engine Industry

I. General Provisions
1.In order to implement the requirements proposed in the Opinions of the General Office of the State Council on further Strengthening Energy Conservation and Emission Reduction of the Internal Combustion Engine Industry (Guo Ban Fa [2013] No. 12), we hereby issue the Normative Requirements of the Internal Combustion Engine Industry ("Normative Requirements") with a view to encouraging technical advancement, standardizing competitive behaviors, developing green manufacturing, promoting energy conservation, emission reduction and safe production in accordance with relevant national laws, regulations and industrial policies.
2. China's central government encourages and gives extensive support to the R&D, production, popularization and application of advanced and applicable, safe and reliable, energy-saving and environment-friendly internal combustion engines, as well as establishes and improves safety, environmental protection and energy conservation standards and safe production regulations. As for manufacturing enterprises meeting the Normative Requirements, competent departments of the central government and local governments shall provide related policy for supporting and encouraging manufacturing enterprises engaged in transport vehicles, engineering machinery, agricultural machinery and vehicles equipped with to fixed device to have priority in selecting internal combustion engines as their mating power unit.
