The Implementing Measures for the Administrative Regulations on the Recall of Defective Auto Products, which were adopted at the executive meeting of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (GAQSIQ) on July 10, 2015, are hereby formulated for implementation as of January 1, 2016.

Chapter I General Provisions
Article 1 These Measures are formulated in accordance with the Administrative Regulations on the Recall of Defective Auto Products.
Article 2 These Measures shall apply to the recall, supervision and administration of automobiles and automobile trailers ("Automobiles") manufactured and sold within the territory of China.
Article 3 Manufacturers of automobiles ("Manufacturers") shall be responsible for recalling defective automobiles. Where Automobiles have defects, Manufacturers shall recall them in accordance with these Measures.
Article 4 GAQSIQ is responsible for the supervision and administration on recalling defective Automobiles nationwide. Product quality supervision authorities and entry-exit inspection and quarantine bureaus ("QC Authorities") at different levels shall perform duties according to the law.
Article 5 GAQSIQ shall entrust provincial QC Authorities with the supervision and administration of the recall of defective Automobiles manufactured in and imported to the territory of China according to their respective duties.
The technical institutions of GAQSIQ for the recall of defective products ("Recall Institutions") shall take charge of the information management, investigation and technical support for the recall of defective Automobiles in accordance with the regulations imposed by GAQSIQ.
Chapter II Information Management
Article 6 Any entity or individual shall be entitled to file a complaint with the QC Authorities about defective automobiles or other problems concerned.
Article 7 GAQSIQ is responsible for establishing an information management system for recalled defective Automobiles, collecting, analyzing and processing information concerning defective automobiles, putting Manufacturer information on record, and publishing information about defective Automobiles and recalls.
GAQSIQ shall work with the related departments of the State Council to establish an information sharing system for Automobile manufacturing, sales, import, registration, inspection, maintenance and repair, accident, consumer complaints, and recall departments.
Article 8 Where local QC Authorities find information about defective Automobiles within their jurisdictions, they shall report to their superior authorities.
Article 9 Manufacturers shall establish a traceable information management system for Automobiles so as to determine the scope of recall of defective Automobiles and to notify car owners in a timely manner.
Article 10 Manufacturers shall retain information about the design, manufacturing, logo and inspection of Automobiles, including:
