The people's governments in all provinces, autonomous regions and municipalities directly under the Central Government, as well as all ministries and commissions under and agencies directly under the State Council,

A traceability system is developed as an effective way to strengthen the whole-process quality and safety management and risk control by collecting and recording the information of a product in its production, circulation, and consumption stages to achieve identifiable source and destination as well as accountability. In recent years, different regions and relevant departments have been actively encouraging to apply IoT, cloud computing and other modern information technologies to develop traceability systems for key products including edible agricultural products, food, drugs and rare-earth products. While positive progress is achieved in improving quality management capability of enterprises, facilitating supervision innovation and securing consumption safety, some issues also arise, such as lagging overall planning, inadequate systems and standards, and incompetent promotion mechanism. In order to accelerate the development of traceability systems for key products with modern information technologies, the following opinions are put forward with the approval of the State Council:

I. General Requirements
(I) Guidelines. By implementing the guidelines of the Eighteenth National Party Congress and the second, third, fourth and fifth plenary sessions of the Eighteenth CPC Central Committee and following the decisions of the State Council, with performance of enterprises' responsibility for traceability management as the basis and advance of IT-based tracing as the direction, nationwide advanced traceability systems applicable for key products shall be developed in a faster pace through strengthened overall planning, sound standards, innovative promotion mechanism, and enhanced data exchange and sharing, in order to promote comprehensive control of quality and safety, improve the quality and safety of products and public security, and better meet the living needs of the people and the demands of the economic and social development.
(II) Basic principles. Combining governmental guidance with the market forces to make enterprises play a dominant role and motivate all communities of the society; combining the overall planning of the Central Government with local management to strengthen the guidance and coordination and drive performance of duties at all levels; combining diversified mechanisms with information sharing and exchange platforms to facilitate information access and sharing and improve the operating efficiency; combining government regulation with social supervision to innovate the governance model and secure consumption safety and the public security.
(III) Main objectives. By 2020, to achieve refined planning and standard system for traceability systems, and sound laws and regulations; a basic nationwide unified sharing and exchange mechanism for traceability data, and sharing and exchange of traceability data across relevant departments, regions and enterprises; increased awareness in traceability by the enterprises engaged in production or distribution of key products including edible agricultural products, food, drugs, means of agricultural production, special equipment, hazardous articles and rare-earth products, and higher percentage of enterprises that develop their traceability systems with information technologies; higher recognition and acceptance of the public on traceable products, significantly improved market environment for the development of traceability systems.

II. Unified Planning and Advance by Product Category
(IV) Making effective overall planning. The overall planning for the development of traceability systems for key products shall be focused on the products that have material influence on the safety of people's lives and property and the public security in accordance with the Food Safety Law, the Law on Agricultural Product Quality and Safety, the Drug Administration Law, the Special Equipment Safety Law, the Administrative Regulations on the Safety of Civil Explosives and other laws and regulations.
