People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, and all ministries, commissions and organizations directly under the State Council:
The manufacturing sector is a mainstay of the national economy and a main battleground for implementing the Internet Plus initiative. China is a big manufacturing country and a big Internet user, and promoting the integration of the manufacturing sector and the Internet in China will help generate a combined and amplified synergistic effect to speed up the shift from the old development driver and production system to the new ones, which presents a broad prospect and tremendous potential. At present, the pace of the manufacturing-Internet integration is accelerating and preliminary results have been shown in such efforts as the invigoration of the Public Entrepreneurship and Innovation (hereinafter referred to as E&I), the development of new businesses and new models, and the advancement of the structural reform on the supply side, but issues still remain, including the lack of supporting platforms, weakness in core technologies, a low level of technological application, the need for stronger safeguards, and for the further improvement of systems and mechanisms. To further deepen the integrated development of the manufacturing sector and the Internet (hereinafter referred to the "manufacturing-Internet integrated development") so as to advance, in a coordinated manner, the "Made in China 2015" initiative and the "Internet Plus" initiative, and to speed up the development of China into a strong country, the following opinions are hereby issued:
I. General Requirements
1. Guiding Ideologies. In the spirit of the 18th National Congress of the Communist Party of China (CPC), the 3rd, 4th, and 5th plenary sessions of the 18th CPC Central Committee, and on the basis of the decisions and plans of the State Council, with the development concepts of innovation, coordination, greenness, openness and sharing solidly established and put into practice, with the inspiration of innovation, development and restructuring among manufacturing enterprises as the main theme and the development of E&I platforms for the manufacturing-Internet integration as the means, and with our focus on the key steps in the manufacturing-Internet integration, efforts should be made to actively foster new models and new forms of business, strengthen the support provided by the IT industry, improve the safeguards for information security, consolidate the foundations for the integrated development, create a new ecology of integrated development, fully release the power of the Internet Plus, reshape and upgrade traditional development drivers, foster new sources of economic growth, and develop new economies to speed up the upgrading of "Made in China" in terms of quality and efficiency and achieve the transition of China from an big industrial country to a strong industrial power.
2. Basic Principles.
Insist on an innovation-driven development and stimulate new restructuring drivers: actively construct various Internet platforms in support of the restructuring and upgrading of the manufacturing sector that bring together and integrate the energies and resources in these E&I industries to drive innovations in technology products, organizational management, operational mechanisms, marketing concepts and models, and other areas so as to improve the quality and efficiency on the supply side and stimulate new drivers for the manufacturing sector to go through restructuring and upgrading.
Insist on the integrated development and catalyze the generation of new models: promote the coordination between technological integration and the fusion of concepts, push forward a comprehensive integration of the manufacturing sector and Internet enterprises in such areas as development concepts, industrial systems, production models and business models, utilize the advantage of the Internet in bringing together and optimizing various key resources to construct open systems for the organization of production, and vigorously develop customized, service-oriented manufacturing models and other new models.
Insist on the implementation of targeted, industry-specific policies and foster new competitive advantages: with a deep understanding of the rules of dissemination and the ways of integration of Internet technologies into different industries and processes, and on the basis of the different foundations and levels of various sectors and enterprises in terms of the integrated development, improve the mechanisms and policy systems for the advancement of such integration and bring up new competitive advantages in the manufacturing sector.
Insist on the primary role of enterprises and build a new development environment: bring market mechanisms into full play, better play the government's role in providing guidance, emphasize the primary role of enterprises, optimize government services, properly handle the relationships between the encouragement for innovation and the enhancement of regulation, between comprehensive development and differential development, and between accelerated growth and implementation of safeguards, to create a new environment for such integrated development.
3. Main Objectives
By the end of 2018, 80% of the key enterprises in the pillar industries of the manufacturing sector will have established E&I Internet platforms and, compared with the numbers at the end of 2015, there will be a doubled number of enterprise users of industrial cloud, with the R&D cycle for new products shortened by 12%, the inventory turnover rate up by 25%, and the energy utilization rate up by 5%.
