In order to implement the Trade in Services Agreement on the Closer Economic Partnership Arrangement between the Mainland and Hong Kong and the Trade in Services Agreement on the Closer Economic Partnership Arrangement between the Mainland and Macao entered into between the Mainland and Hong Kong as well as between the Mainland and Macao, related matters are hereby announced in accordance with the relevant requirements of the Decision of the State Council on Temporarily Adjusting the Special Administrative Measures for the Administrative Approvals and Market Access concerning Hong Kong and Macau Service Providers in Mainland China (Guo Fa [2016] No.32):
I. A Hong Kong or Macao service provider may establish a wholly-invested enterprise in the Mainland to provide international shipping services. Related requirements and handling procedures shall be governed by the provisions under Article 5 of the Regulations of the People's Republic of China on International Maritime Transportation and Article 39 of the Implementing Rules for the Regulations of the People's Republic of China on International Maritime Transportation.
