The development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps,
In response to the requirements of the State Council for simplification of administrative procedures, delegation of powers to lower levels, the combination of delegation with administration, and optimization of services, as well as the relevant requirements of the 13th Five-year Plan, and in order to effectively carry out the work related to assignment of non-performing credits by domestic financial institutions to overseas investors, steadily push forward the reform of registration system for corporate foreign debts, and enhance overall foreign debt administration, relevant matters are hereby notified as follows:
