The human resources and social security departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps,

In order to implement the spirit of the Circular of the General Office of the State Council on Accelerating the Registration System Reform of Five Certificates into One with a Unified Credit Code(Guo Ban Fa [2016] No.53) and the requirements of the Circular of the State Administration for Industry and Commerce and Other Four Departments on Effectively Implementing the Circular of the General Office of the State Council on Accelerating the Reform of the Registration System by Consolidating Five Certificates into One(Gong Shang Qi Zhu Zi [2016] No.150), and carry out enterprise social insurance registration under the Five Certificates into One system, relevant matters are hereby notified as follows:

I. Clarifying the applicable scope of Five Certificates into One system.
From October 1, 2016, enterprises and specialized farmers' cooperatives registered with the administrative authorities for industry and commerce (hereinafter referred to as the "enterprises") shall be subject to the social insurance registration administration under the registration system of Five Certificates into One with a Unified Credit Code. For units such as state organs, public institutions, social groups, etc. not included in the management of the registration system of Five Certificates into One with a Unified Credit Code, the original measures shall apply. The aforesaid units shall go through the formalities of social insurance registration with social insurance agencies which will approve and issue the social insurance registration certificates, and the administration of registration certificates will be carried out by gradually adopting unified social credit codes.

II. Simplifying and optimizing business process for enterprise social insurance registration
All localities shall establish the business process for enterprise social insurance registration in line with the registration system of Five Certificates into One with a Unified Credit Code in a timely manner, and provide more convenient and efficient registration services to enterprises.
