The Provisions of the State Council on Seals of State Administrative Departments, Enterprises and Public Institutions (Guo Fa [1993] No.21) issued by the State Council in 1993 have played an important role in regulating and strengthening the administration of seals of state administrative departments, enterprises, public institutions and social organizations, but certain provisions thereof are no longer applicable to the change of government organs. In order to further regulate and strengthen the administration of seals of state administrative departments, enterprises, public institutions and social organizations, the following provisions on the making, issuance, seizure and administration of seals of state administrative departments, enterprises, public institutions and social organizations are hereby established:
I. Seals of state administrative departments, enterprises, public institutions and social organizations are round and comprise the design of the national emblem or a five-pointed star in their centers.
II. The seal of the State Council whose diameter is 6 cm comprises the design of the national emblem in its center, outside of which the name of the State Council is arranged from left to right in a ring (see Figure 1) and is made by the State Council by itself.
III. Seals of people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, the General Office of the State Council and ministries and commissions under the State Council that are 5 cm in diameter comprise the design of the national emblem in their centers, outside of which the name of the organ concerned is arranged from left to right in a ring (see Figure 2) and are made and issued by the State Council.
IV. Seals of institutions directly under and working bodies of the State Council that are 5 cm and 4.5 cm in diameter respectively in the cases of ministerial-level entities and vice-ministerial-level entities comprise the design of the national emblem in their centers, outside of which the name of the organ concerned is arranged from left to right in a ring (see Figure 3) and are made and issued by the State Council.
