All inspection and quarantine bureaus directly under the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), the Administration of Quality and Technology Supervision of all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps (market supervision and administration authorities), the Certification and Accreditation Administration of the People's Republic of China (CNCA), the Standardization Administration of the People's Republic of China (SAC), all relevant departments and bureaus of AQSIQ, and the Information Center of AQSIQ and the China of Fiber Inspection Bureau,
With a view to effectively carrying out casual inspection throughout the quality supervision, inspection and quarantine system pursuant to the Circular of the General Office of the State Council on Promoting Random Inspection to Regulate In-process and Ex-post Supervision (Guo Ban Fa [2015] No.58) and the Circular of the State Council on Issuing the Key Reform Tasks on Streamlining Administration, Delegating Powers, Improving Regulation and Optimizing Services in 2016 (Guo Fa [2016] No.30), the Measures for Implementing Casual Quality Supervision, Inspection and Quarantine (these "Measures") and the Checklist of Casual Quality Supervision, Inspection and Quarantine (the "Checklist") are hereby issued for your reference, and the relevant matters are hereby given:
I. Carrying out casual inspection systemwide
Piloted Checklist items shall go through experience summary and further institutional improvement before being carried out systemwide by the end of 2016, and other Checklist items shall be subject to pilot in 2016, in order to fulfill the objectives and requirements set by the State Council. An effective accountability system shall be established by refining the implementation plan and drawing up a detailed schedule. The concept of casual inspection shall be introduced to non-Checklist items which are subject to general inspection and other inspection methods by law.
