Preamble

Good health is a prerequisite for promoting well-rounded development of human beings. It is also essential to the economic and social development. Therefore, having good health and a long life is an important sign of the national prosperity and rejuvenation, representing the common aspiration of the people of all ethnic groups in China.

The Party and the State have always attached great importance to the health of the people. Since the establishment of the People's Republic of China, and especially since the reform and opening up, China has made remarkable achievements in the reform and development of health sector, with significant and positive changes in urban and rural environment, thriving nation-wide fitness campaigns, increasingly complete medical and health service system, and constant improvements in the health and physical quality of the people. In 2015, China's average life expectancy reached 76.34 years; the infant mortality rate, mortality of children under the age of five and maternal mortality rate respectively dropped to 0.81%, 1.07% and 20.1 per hundred thousand live births, generally higher than the average levels of mid- and high-income countries, laying an important foundation for finishing building a moderately prosperous society in all respects. Meanwhile, industrialization, urbanization, aging of the population, changes in the disease spectrum, as well as changes in the ecological environment and lifestyle, have also brought new challenges to the maintenance and promotion of health: the inconsistency between the supply of health services which has been insufficient generally and the demand for health services which has been on the rise remains prominent; the coordination between the development of health sector and that of economy and society needs to be improved; and those major and long-term issues concerning the development of health sector should be solved under overall planning at the national strategic level.

To advance the building of a healthy China is critical for finishing building a moderately prosperous society in all respects and general realization of socialist modernization, and serves as a national strategy of comprehensively promoting the health quality of the Chinese people and achieving coordinated development between the health of the people and the economy and society, and a major initiative for actively engaging in global health and fulfilling the international commitments to the 2030 Agenda for Sustainable Development. The coming 15 years will be an important period of strategic opportunities for advancing the progress of healthy China, as maintaining the economic growth at a medium-high rate will lay a solid foundation for safeguarding the health of the people; the upgrading of consumption structure will create a vast space for the development of health services; scientific and technological innovation will provide strong support to improve the health level; and more mature and complete institutional systems in all respects will form a powerful support for sustainable development of the health sector.

In order to advance the building of healthy China and improve the people's health, and in accordance with the strategic deployment determined at the Fifth Plenary Session of the 18th CPC Central Committee, this Outline is formulated. This Outline describes the grand blueprint and program of action for promoting the building of healthy China. All sectors in society shall enhance the sense of responsibility and mission, and invest all efforts into promoting the development of healthy China, in order to make greater contributions to the rejuvenation of the Chinese nation and advance the progress of human civilization.

Part One Overall Strategy

Chapter I Guidelines

To promote the building of a healthy China, we must hold high the great banner of socialism with Chinese characteristics; fully implement the spirit of the Third, Fourth and Fifth Plenary Sessions of the 18th CPC Central Committee; follow the guidance of the Marxism and Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of "Three Represents", as well as the Scientific Outlook on Development; thoroughly learn and implement the content of the series of important speeches made by general secretary Xi Jinping; conscientiously implement the decisions and arrangements of the CPC Central Committee and the State Council by focusing on advancing the general layout of "Five in One" under overall planning and the strategic layout of "Four Comprehensives" in a coordinated manner; adhere to the thought of development centering on people; firmly establish and implement new concepts of development; adhere to correct guidelines for public health affairs; incorporate health issues into all policies and speed up the transformation of development mode of the health sector by taking improvement of the health of the people as the core, institutional reform and innovation as the impetus, as well as popularization of healthy life, optimization of health services, improvement of health security, building of healthy environment and development of health-related industries as the focuses to maintain and protect the health of the people for whole cycle, raise the health level substantially, and promote health equality significantly, so as to lay a solid and sound foundation for realizing the Two Centenary Goals and the Chinese Dream of rejuvenation of the Chinese nation.
The following main principles shall be observed:
- Health first. Give priority to the health development strategically, incorporate the concept of promoting health into the whole process of formulating and implementing public policies on the basis of actual national conditions, and accelerate the shaping of health-inclined lifestyle, ecological environment and mode of social development, to achieve positive and coordinated development of health undertakings as well as society and economy.
- Reform and innovation. Adhere to the government leadership, play the role of market mechanism, accelerate the reform of key aspects, break the shackles of ideas and concepts and the fences for vested interests, remove institutional barriers, and play the leading and supporting roles of technological innovation and informatization, to develop an institutional system with Chinese characteristics and focus on promoting the health for all.
- Scientific development. Grasp the law of development of the health sector, adhere to the principles of focusing on prevention, combining prevention and control, and placing equal emphasis on traditional Chinese medicine (TCM) and Western medicine, transform the service mode by building an integrated medical and health service system and promoting the transformation of health services from extensive development with expansion of the scale to green intensive development featuring improvements in quality and efficiency, and facilitate the complementation and coordinated development between the TCM and Western medicine, so as to increase the level of health services.
- Fairness and equality. With a focus on the rural areas and at the grass-roots level, promote the equalization of basic public services in the health sector, maintain the public goodness of basic medical and health services, and gradually narrow the differences between urban and rural areas, among different regions and different groups of population in terms of basic health services and health level, to achieve universal health coverage and improve social fairness.

Chapter II Strategic Theme

"Co-building, sharing and health for all" is the strategic theme of building a healthy China. The core of this theme is to center on the health of the people; adhere to the public health guidelines of building a healthy China by the people and for the people by focusing on the grass-roots level, taking reform and innovation as impetus, putting prevention first and equal emphasis on the TCM and the Western medicine, and incorporating health into all policies; with respect to ways of living and act, environment for production and living, medical and health services and other factors affecting health, adhere to combining government leadership and individual initiative, encourage everyone to participate in and contribute to the building of a healthy China with the fruits accessible to everyone, put the principle of prevention first in place, and advocate healthy lifestyle, to reduce diseases, promote early diagnosis and treatment to obtain early recovery, and achieve the goal of health for all.
Co-building and sharing is the basic path for building a healthy China. Efforts shall be made in terms of both the supply side and the demand side and to coordinate the three levels of society, industry and individual, so as to create a strong joint force to maintain and promote health. It is necessary to encourage the participation of all sectors of society, strengthen cross-departmental collaboration, deepen military and civilian integration, mobilize the enthusiasm and creativity of social forces, improve environmental management, guarantee the food and drug safety, prevent and reduce harm, and effectively control ecological and social environmental hazards affecting health, to form a multi-dimensional and diverse pattern of social governance. It is also necessary to promote the supply-side structural reform of health services; in the health and family planning, sports and other industries, it is imperative to adapt to people's health-related needs, deepen the reform of institutional mechanisms, and optimize the allocation of elements and service supply, so as to shore up areas of weaknesses in development, facilitate the transformation and upgrading of the health industry, and meet the growing health-related needs of the people. In addition, it is necessary to strengthen the individual health responsibility, improve the national health literacy, guide the formation of a healthy lifestyle featuring autonomy, self-discipline and compliance with one's own characteristics, and effectively control the living and behavioral factors affecting the health, to create a social atmosphere where the love, pursuit and promotion of health are advocated.
"Health for all" is the underlying target for building a healthy China. Fair, available, systematic and continuous health services will be provided with focuses on the entire population and the whole life cycle, to achieve a higher level in respect of health for all. Health services shall be accessible to all the people. In other words, through constantly improving the systems, expanding services and enhancing the quality, all the people will be provided with quality and affordable prevention, treatment, rehabilitation, health promotion and other health services that satisfy their needs; and health-related issues in key population including women, children, the elderly, the disabled and the low-income population will be well addressed. Health services should cover the whole life cycle by determining a number of priority areas and enhancing intervention with respect to major health-related issues and key influential factors in different stages of life, to achieve whole-process health services and security from fetus to the end of life and maintain the health of the people in all respects.

Chapter III Strategic Goals

By 2020, China will have established a basic medical and health care system with Chinese characteristics that has covered both urban and rural residents; health literacy will continue to improve; the health service system will be more complete and efficient; all the people will have access to basic medical and health care services and basic physical fitness services; a system of health industry with rich contents and reasonable structure will take shape preliminarily; and in terms of the main health indicators, China will top other mid- and high-income countries in the world.
By 2030, the institutional system for promoting health for all will be more complete; the development in the health sector will become more coordinated; healthy lifestyles will be popularized; the quality of health services and the level of health security will continue to improve; the health industry will be prosperous; health equality will be realized generally; and in terms of the main health indicators, China will rank top among the high-income countries in the world. By 2050, a healthy China that has achieved socialist modernization will have been built.
By 2030, China will have achieved the following goals:
- Continuous improvement in the health level of the people. The physical fitness of the people will be significantly enhanced; and by 2030, the average life expectancy will reach 79.0 with substantial increase.
- Effective control of major health risk factors. The health literacy of all the people will have been greatly improved; healthy lifestyles will have been fully popularized; a healthy production and living environment will take shape; food and drug safety will be effectively guaranteed; and a number of serious diseases and hazards will have been eliminated.
- Significant increase in the health service capacity. A quality and efficient integrated medical and health service system and a complete public service system for fitness of all the people will have been established comprehensively; the health security system will be further improved; the overall strength in health-related technological innovation will top the world; and the quality and level of health services will be enhanced substantially.
- Significant expansion in the scale of the health industry. A complete health industrial system with optimal structure will be created; a number of large enterprises with stronger innovation capacity and international competitiveness will be formed; and the health industry will become a pillar in the national economy.
- Improvement in institutional system for health promotion. The system of policies, laws and regulations conducive to the health development will be further improved; and the governance system and capacity concerning the health sector will be modernized.

Chapter IV Strengthening Health Education

Section 1 Improving Health Literacy of the People

Promote the action of healthy lifestyles for all the people, strengthen the guidance and intervention regarding healthy lifestyles of families and individuals at risk, and wage special campaigns for healthy weight, oral cavities, bones and the like, to achieve full coverage with a county (city or district) as a unit by 2030. Develop and popularize appropriate technologies and products for promoting healthy living. Establish a release system for core information on health knowledge and skills, and improve the monitoring system for health literacy and lifestyles that covers the whole country. Establish and improve the health promotion and education system, enhance the capacity of health educational services, and popularize knowledge about health science from childhood.
