Food and drug administrations of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Food and Drug Administration of the Xinjiang Production and Construction Corps,

Large-size food manufacturers (the "large enterprises" by the National Bureau of Statistics' classification) are characterized as long product chain, multiple sections involved, products covering a wide range of fields, and significant social influence. Putting enterprise's liabilities for food safety in place well represents enterprises' fulfilling their legal obligations provided by the Food Safety Law of the People's Republic of China, and is a key measure for preventing food safety risk. And the opinions thereupon are hereby given.

I. Urge large enterprises to strictly fulfill primary responsibilities and the first accountability for food safety, and the responsibilities of legal representatives and persons in charge of food quality and safety. Efforts shall be made to develop sound management system for food safety, set up corresponding administrative institutions, and staff certain full-time personnel responsible for food safety in light of the production scales, and those who are unqualified for the position shall not take the post. Additionally, it is required to urge the large enterprises to intensify knowledge training to the staff in terms of food safety, establish a responsibility system for all posts relating to food safety, and exercise risk control over the production process. Establish and improve enterprises' quality safety management system, and develop the measures and the conditions for managing and ensuring food safety respectively.

II. Supervise large enterprises to enhance the management and control over the food safety risks. Efforts shall be made to supervise enterprises to strictly implement the management systems for the acceptance inspection of raw materials and auxiliary materials, production process control, delivery inspection, and traceability of products; establish review and evaluation system for suppliers and the third party logistics companies, tighten the evaluation of product quality and capacity for maintaining the safety and health of suppliers, who are willing to accept the evaluation and review by downstream enterprises and purchasing agents.
