To each head office of designated foreign exchange banks,
I. In order to regulate the control of foreign exchange under the capital account, the State Administration of Foreign Exchange (the "SAFE") has decided to launch the new version of the Certificate of Approval of the State Administration of Foreign Exchange for Foreign Exchange Business under Capital Account (the "new Certificate of Approval") (see the Appendix) uniformly printed and prepared by the SAFE on April 1, 2001, and the Certificate of Approval for Settlement of Foreign Exchange under Capital Account, the Certificate of Approval of the State Administration of Foreign Exchange for Repayment of Principal and Payment of Interest for Foreign Exchange (Debt) Loans, the Approval of the State Administration of Foreign Exchange for Opening a Special Foreign Exchange Account, the Certificate of Approval for Sale of Foreign Exchange under Capital Account by Foreign-invested Enterprises, the Examination and Approval Form for Foreign Exchange Remittance by Foreign-invested Enterprises (the Chinese Side), the Notice for Opening a Foreign Exchange Account by Foreign-invested Enterprises and the Approval for Outward Remittance of Foreign Exchange Funds for Overseas Investment, which were adopted previously, shall all be repealed simultaneously.
