The commerce, development and reform and industry and information technology departments and the technology bureaus of all provinces, autonomous regions and municipalities directly under the Central Government, cities specifically designated in the state plan and Xinjiang Production and Construction Corps, the People's Bank of China, the regional customs directly under the General Administration of Customs and the regional statistics directly under the National Bureau of Statistics:

In recent years, a new round of scientific and technological revolution and rapid acceleration of industrial transformation has driven the continuous deepening and remodeling of the global value chain, which displays the new characteristics of economic globalization. In this regard, whether a country can benefit from participating in globalization increasingly rests on its capacity to successfully integrate into the global value chain and gain a new competitive edge in a link of the global value chain. Nevertheless, China's related industries currently still have a mid-and-low status in the global value chain and there is a relatively huge gap in comparison with developed economies on the whole. In order to implement the requirements and arrangements of the CPC Central Committee and the State Council on improving the status of China's industries in the global value chain, the relevant opinions are hereby notified as follows:

I. Elaborating on the guidelines and basic principles for enhancing international cooperation to improve the status of China's industries in the global value chain
1. The Guidelines. We shall comprehensively implement the spirit of the 18th CPC National Congress and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, firmly establish the development concept of innovation, coordination, greenness, openness and sharing, take the initiative to adapt to the new normal status of economic development, treat the building of a strong trade power as a goal, view innovation and development as the core, adhere to the market-orientation, speed up the improvement of the status of China's industries in the global value chain, and support the building of a manufacturing power to promote the supply side structural reform, effect the transformation of development driving forces and make a greater contribution to China's economic and social development.
2. The basic principles. a. Adhere to the industry-oriented principle and respect for the law. By observing the objective laws of the development of the manufacturing and service industries and other industries, we shall encourage enterprises to explore diversified and multidimensional global value chain mounting paths under the market regime rather than conduct evaluation by a single dimension or index. b. Open to the outside world, come up with innovations and pool resources. Under the globalization backdrop characterized by the close link between domestic and foreign markets, upstream and downstream industries and international trade and investment, we shall encourage enterprises to integrate and leverage global intellectual capital resources and scientific and technological resources to achieve a positive interaction between enhancing international cooperation and effecting industrial transformation and upgrading and enhancement of innovative capacity. c. Encourage fair competition and engendered vitality. We shall create a fair and just market competition environment to the utmost and shift the focus from building a policy-guidance international business environment to a law-based one.

II. Nudging the development orientation for enhancing international cooperation to improve the status of China's industries in the global value chain
3. Continue to support the integration of enterprises in the global division of labor and cooperation. Following the new trend of technological innovation, organizational innovation and business model innovation against the background of globalization, we shall encourage enterprises to deploy the global industrial ecological system in the emerging sectors and actively integrate into the global industrial division of labor and cooperation with a more open attitude to better leverage global resources and markets and strengthen the global industrial layout as well as international exchange and cooperation; support enterprises in actively integrating into the global innovation network, participate in the global innovation resource allocation, conduct cross-sectoral and cross-industry collaborative innovation, and enhance independent innovation capacity to lay a foundation for the improvement of the status in the global value chain.
