Offices of leadership groups for medical reform, health and family planning commissions (health bureaus), food and drug administrations, development and reform commissions, economic and information commissions, departments (bureaus) of commerce, SAT offices, and administrations of traditional Chinese medicine of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps, and the Medical Insurance Office of Fujian Province,
The Implementing Opinions on Carrying out the Dual Invoicing System for Drug Procurement among Public Medical Institutions (for Trial Implementation) are hereby issued to you for compliance and implementation. Different regions may, in combination with the actual situation, formulate implementing rules and report any new situation or new problem arising in the course of implementation to the Medical Reform Office of the State Council in a timely manner. The Medical Reform Office of the State Council will, in concert with the relevant departments, and according to the situation of the pilot program, further improve the relevant policies.
As of the date of promulgation of this Circular, the new drug procurement activities of public medical institutions shall be carried out in accordance with the provisions of this Circular.

These Implementing Opinions on Carrying out the Dual Invoicing System for Drug Procurement among Public Medical Institutions (for Trial Implementation) (hereinafter referred to as "these Opinions") are formulated in order to implement the spirit of the Circular of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Forwarding the Several Opinions of the Leadership Group for Deepening the Medical and Health System Reform under the State Council on Further Promoting the Experience in Deepening the Medical and Health System Reform (Ting Zi [2016] No.36) and the Circular of the General Office of the State Council on Issuing the Key Tasks in Deepening the Medical and Health System Reform in 2016 (Guo Ban Fa [2016] No.26) and promote the implementation of the dual invoicing system for drug procurement among public medical institutions.
I. Fully Understand the Significance of Promoting the Dual Invoicing System
Promoting the dual invoicing system for drug procurement among public medical institutions is a major measure for deepening the reform of the medical and health system and promoting the healthy development of the medicine industry, an important method for standardizing the drug circulation order, compressing circulation links, and reducing artificially high drug prices, an effective means for purifying the circulation environment, cracking down on "conducting operation by borrowing or leasing others' permits and money laundering" and strengthening the supervision and administration of the medical market, and is the inevitable requirement for safeguarding the safe use of drugs by urban and rural residents and keeping the people healthy.
