With the advocacy and encouragement of the State, the Internet has become more widely available in economic development and other various undertakings in China, which has brought and will continue to bring profound changes to the ways people work, study and live, and has been playing a crucial role in promoting economic development, advances in science and technology and application of information technology in social services in the country. Meanwhile, the issues of safeguarding the safe operation of the Internet and maintaining information security have aroused public concern. In order to fully exploit the advantages brought about by the Internet and avoid the negative side effects thereof, promote the healthy development of China's Internet, safeguard national security and public interest, and protect the legitimate rights and interests of individuals, legal persons and other organizations, the following decision is hereby made:

I. In order to ensure the safe operation of the Internet, any person that commits any of the following conducts shall be prosecuted in accordance with the Criminal Law for criminal liability if such conduct constitutes a criminal offense:
