People's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, all ministries and commissions and organizations directly under the State Council,

The successive implementation of the reform of the registration system by integrating five certificates and licenses into one consolidated business license and then by integrating the business license and the tax registration certificate into one license have effectively improved the efficiency of the government's administrative services, reduced the institutional costs of transactions for the creation of market participants, and stimulated market vitality and social innovation. But issues still exist at present such as an excessive number of certificates and licenses, allowing of market access while not allowing business operation, and a lack of support and coordination among measures for streamlining administration and delegating power. In order to further improve business environment, upon the approval of the State Council, it is hereby given the following opinions on accelerating the advancement of the reform of integrating multiple certificates and licenses into one consolidated business license.

I. To unify thoughts and fully understand the great significance of pushing through the reform
On the basis of the comprehensive implementation of the reform of the registration system by integrating the business license, organization code certificate, tax registration certificate, social insurance registration certificate, and statistical registration certificate of companies or specialized farmer cooperatives into one consolidated business license (the "Five in One"), having a unified business license with a unified social credit code, as well as integrating the business license and the tax registration certificate of individually-owned businesses into one license (the "Two in One"), the further integration of relevant registration and record-filing items and various certificates and licenses for business enterprises (including individually-owned businesses and specialized farmer cooperatives, the same below) (collectively referred to as the "Involved Items") into one business license (hereinafter referred to as the "Multiple-in-One Reform") along with the achievement of a unified business license with a unified social credit code is an important part of implementing the CPC Central Committee's decisions and arrangements for advancing the supply side-structural reform and further streamlining administration, delegating power, strengthening regulation and improving services; an important channel for further accelerating the transformation of government functions and deepening the reform of the administrative approval system; and a key measure for deepening the reform of the commercial system and further unleashing reform benefits. It is of a great significance for promoting the decisive role of the market in resource allocation and for better playing the role of the government, constructing a new way of government administration in the context of "Internet Plus", creating an accessible and relaxed environment for entrepreneurship and innovations and a business environment characterized by openness, transparency and equal competition, and establishing a market access pattern characterized by more convenient procedures, more improved content, more optimized process and more efficient use of resources, as well as improving productivity.
