With a view to implementing the decision and deployment of the Party Central Committee and the State Council, promoting the construction of a pollutant licensing system, regulating the pollutant discharge licensing procedures and guiding the nationwide application for, issue of and supervision over pollutant discharge licenses, we have researched and developed the Administrative Measures for Pollutant Discharge Licensing (Draft for Comment), in accordance with the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Water Pollution, the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, the Administrative Licensing Law of the People's Republic of China and the Circular of the General Office of the State Council on Issuing the Implementing Plan for the Permit System for Controlling the Discharge of Pollutants (Guo Ban Fa [2016] No.81).
In order to fully understand the views of all concerned, public comments on the Administrative Measures for Pollutant Discharge Licensing (Draft for Comment), for example, the advices and suggestions of the organs and institutions, enterprises, public institutions and individuals, are hereby sought in accordance with the requirements of the legislation.
