The Interim Measures for the Administration of Customs Supervision Areas of the People's Republic of China, which were deliberated and adopted during the executive meeting of the General Administration of Customs on December 27, 2016, are hereby promulgated for implementation as of November 1, 2017. The Administrative Measures for Customs Supervision and Control Locations of the People's Republic of China (Order of the General Administration of Customs No. 171) promulgated on January 30, 2008 and Article 6 of the Decision of the General Administration of Customs on Revising Certain Regulations (Order of the General Administration of Customs No. 227) promulgated on April 27, 2015 shall be repealed simultaneously.

Interim Measures for the Administration of Customs Supervision Areas of the People's Republic of China
Chapter I General Provisions
Article 1 The Interim Measures for the Administration of Customs Supervision Areas of the People's Republic of China (hereinafter referred to as the "Measures") are formulated in accordance with the Customs Law of the People's Republic of China and the provisions of other related laws and administrative regulations to standardize the administration of the customs supervision areas.
Article 2 For the purpose of the Measures, the customs supervision areas refer to the places and locations where the inward and outward means of transport, goods and articles will be subject to the supervision of the customs (see Article 100 of the Customs Law of the People's Republic of China), including the special customs supervision areas, bonded supervision places, customs supervision operation places, duty-free stores and other places and locations where customs supervision is exercised.
For the purpose of the Measures, a customs supervision operation place is a place under the management of an enterprise, where inward and outward means of transport or domestic means of transport carrying goods under customs supervision pass in and out and stop, and which is engaged in the coming & going, loading & unloading, storage, consolidation and temporary deposit of goods under customs supervision and other operating activities, that meets the Standards for the Establishment of Customs Supervision Operation Places (hereinafter referred to as the "Standards for the Establishment of Places"), and where customs formalities are handled.
