Circular of the Ministry of Transport on Soliciting Public Opinions on the Measures for the Admission Permission for Railway Transport Enterprises (Draft Amendment for Comment)

In order to further implement the requirements of the reform of CPC Central Committee and the State Council for streamlining administration, delegating power, strengthening regulation and improving services, accommodate the development need of the reform of the railway investment and financing system, encourage the participation of social capital in the construction and operation of railways, further expand the opening to the outside world and support all-around going global in respect of China's railway investment, construction, equipment and operation, the Ministry of Transport and National Railway Administration, based on extensive research and the solicitation of opinions from the public, undertook a study to amend the Measures for the Admission Permission for the Railway Transport Enterprises (Order of the Ministry of Transport [2014]No.19) and have instituted the Measures for the Admission Permission for Railway Transport Enterprises (Draft Amendment for Comment) to seek public comment.
