Several Opinions on Establishing a Long-term Monitoring and Warning Mechanism for Resources and Environmental Carrying Capacity

The Several Opinions on Establishing a Long-term Monitoring and Warning Mechanism for Resources and Environmental Carrying Capacity (the "Opinions") are hereby put forward in a bid to deeply carry out the strategic arrangements of the Central Committee of the Communist Party of China and the State Council for deepening the reform of ecological civilization system, impel the standardization, normalization and institutionalization of the monitoring and warning of resources and environmental carrying capacity, and guide and constrain all places to plan economic and social development in strict accordance with the resources and environmental carrying capacity.
I. General Requirements
1. Guidelines. Fully uphold the spirits of the Eighteenth National Congress of the Communist Party of China and the third, fourth, fifth and sixth plenary sessions of the Eighteenth Central Committee of the Communist Party of China, be guided by the Deng Xiaoping Theories, important thoughts of "Three Represents" and scientific outlook on development, thoroughly act in the spirit of a series of important speeches given by General Secretary Xi Jinping and his new philosophies, ideas and strategies about governing the State and dealing with politics, carefully implement decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, closely focus on the coordinated promotion of the overall plan for promoting all-round economic, political, cultural, social, and ecological progress and the coordinated promotion of the Four-Pronged Comprehensive Strategy, firmly establish and carry out new development strategies, unswervingly implement strategies and systems of main functional areas, establish a long-term monitoring and warning mechanism for resources and environmental carrying capacity with complete means, data sharing, timeliness and efficiency, powerful control and the collaboration of multiple parties, effectively regulate space development order, reasonably control space development intensity, feasibly restrict different development activities in the range of the resources and environmental carrying capacity, and lay a solid foundation for the establishment of an efficient, collaborative and sustainable national land space development pattern.
2. Basic principles
-- Insist on the combination of regular evaluation and real-time monitoring. In view of the resources and environmental carrying capacity of different areas, regularly make evaluations of all areas and specific areas, monitor dynamic conditions of major areas in real time, and enhance monitoring and warning efficiency.
-- Insist on the combination of facility construction and institutional construction. In combination with the monitoring and warning demands for the resources and environmental carrying capacity, strengthen the construction of relevant infrastructures, focus on the improvement of supporting policies and innovation systems and mechanisms, and consolidate the monitoring and warning capability.
-- Insist on the combination of strict control and effective incentives. In view of different resources and environmental overloading types, insist on land and sea coordination, formulate differentiated and operable control systems as per local conditions, restrict resources and environmental deterioration areas, stimulate resources and environmental improvement areas, and enhance the monitoring and warning level.
-- Insist on the combination of government regulation and social supervision. Insist on the combination of centralization and decentralization, upper and lower linkage and overall promotion, consolidate government regulation capability, encourage active participation of all social parties, give full play to the role of social supervision, and form the resultant force of monitoring and warning.
II. Control Mechanisms
3. Comprehensive supporting measures. The resources and environmental carrying capacity is categorized into three levels, including overloading, near overloading and not overloading. As per resources and environmental consumption aggravation and slowdown degrees, the overloading level is further divided into red and orange warning levels, the near overloading level is divided into yellow and blue warning levels, and the not overloading level is determined as green no warning level. The warning levels are classified into red, orange, yellow, blue and green in descending order.
Corresponding comprehensive reward and punishment measures shall be respectively taken for red warning areas, green no warning areas as well as the areas with decreased or increased warning levels of the resources and environmental carrying capacity.
