In order to implement the requirements for state safety access and for the state's reform in regard to deepening the streamlining of administration and the delegation of powers to lower levels and lifting or exercising regulation where necessary and optimizing service, comprehensively advance the reform of national customs clearance integration, simplify the service procedures and formalities for enterprises, and reduce institutional costs, the General Administration of Customs has decided to further regulate tran-customs transportation business. The relevant matters are hereby announced as follows:
I. For goods under multimodal transport and imported and exported goods that have an all-through bill of lading and require transference of the means of transportation, the consignor and consignee may apply to the Customs for handling multimodal transport formalities which shall be handled under the connected tran-customs mode.
