The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, all ministries and commissions of the State Council and all institutions directly under the State Council,
According to the Opinions of the State Council on Establishing a Fair Competition Review System in the Development of the Market System (Guo Fa [2016] No.34), the National Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce, the State Administration for Industry and Commerce and the Legal Affairs Office of the State Council have deliberated and formulated the Implementing Rules for a Fair Competition Review System (for Provisional Implementation) (the "Rules") in conjunction with the departments concerned.
