The Decision of the State Council on Revising Certain Administrative Regulations is hereby promulgated and shall come into force as of the date of promulgation.

Decision of the State Council on Revising Certain Administrative Regulations
In order to streamline the administration and start the decentralization, strengthen the regulation and optimize the service reform in accordance with the law, the State Council has screened the administrative regulations involved in the cancelation of items subject to administrative examination and approval, and has decided to revise certain clauses of 15 administrative regulations as follows:
I. Article 13 of the Regulations on Plant Quarantine shall be revised as "The research on any plant quarantine object by any agriculture and forestry college or experiment and research institution may not be carried out in a non-quarantine area of the quarantine object; if the research needs to be done there for the purpose of teaching or scientific research, the relevant provisions of the competent agricultural department and the competent forestry department under the State Council shall be observed."
II. Paragraph 2, Article 14 of the Regulations of the People's Republic of China on Riverway Administration shall be revised as "The construction of new buildings and facilities mentioned in the preceding paragraph on dikes shall be subject to the safety administration of the competent riverway authority."
III. The phrase "where it is indeed necessary to carry out fishing operation, fish breeding and other production activities, the approval of the relevant fishery and fishing port supervision and administration authority is required" in Article 10 of the Regulations of the People's Republic of China on the Administration of Traffic Safety on Fishing Port Waters shall be deleted.
IV. Paragraph 1, Article 27 of the Regulations of the People's Republic of China on Nature Reserves shall be revised as "Nobody shall be allowed to enter the core area of nature reserves. Where scientific observations and investigations thereto are necessary for scientific research, the unit concerned shall submit the applications and activity plans to the administrative agency of the nature reserves in advance, and shall obtain the approval of the administrative agency of the nature reserves. The entrance into the core area of national nature reserves shall be approved by competent administrative departments of nature reserves in the people's governments of provinces, autonomous regions and municipalities directly under the Central Government."
Paragraph 1 of Article 29 shall be revised as "With respect to the visiting and sightseeing tourist activities in the experimental zone of nature reserves, the administrative agency of the nature reserves shall put forward an activity program, which shall conform to the management objectives of the nature reserves" and Paragraph 2 thereof shall be revised as "Visiting and sightseeing tourist activities in nature reserves shall be strictly conducted according to the activity program mentioned in the preceding paragraph. The management of such activities shall be strengthened. All units and individuals who enter the nature reserves for visiting or sightseeing tours shall submit themselves to the management of the administrative agency of the nature reserves."
Article 31 shall be revised as "If foreigners wish to enter nature reserves, activity plans shall be submitted to the administrative agency of the nature reserves in advance and shall be approved by the administrative agency of the nature reserves. The entrance of foreigners into national nature reserves shall be approved by competent administrative departments of nature reserves relating to environmental protection, marine affairs and fishery of provinces, autonomous regions and municipalities directly under the Central Government according to their respective duties.
All foreigners who enter nature reserves shall abide by the laws, regulations and rules concerning nature reserves, and may not collect specimens or carry out other activities in the nature reserves without permission."
Article 37 shall be revised as "Any administrative agency of the nature reserves which violates the Regulations by any of the following acts shall be ordered to correct its mistakes within a prescribed period of time by the competent administrative department of the nature reserves in the people's government at or above the county level.
