People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, and all ministries and commissions under and all institutions directly under the State Council,
In accordance with the requirements of the Opinions of the State Council on Establishing a Fair Competition Review System in the Building of the Market System (Guo Fa [2016] No.34), the National Development and Reform Commission, the Ministry of Finance and the Ministry of Commerce, in concert with the relevant departments, have formulated upon study the Work Program for Straightening out Existing Policy Measures with Effects of Eliminating and Restricting Competition (2017-2018), which is hereby issued upon approval of the State Council for earnest implementation.
