Decision of the National Health and Family Planning Commission (NHFPC) on Amending Seven Departmental Rules including the Administrative Measures for the Review of the Safety of New Raw Food Materials was approved in the meeting of the directors of the National Health and Family Planning Commission (NHFPC) on December 5, 2017. It is hereby promulgated and shall come into force as of the day of promulgation.

Decision of the National Health and Family Planning Commission on Amending Seven Departmental Rules including the Administrative Measures for the Review of the Safety of New Raw Food Materials
We have decided to amend certain provisions of the following departmental rules and regulations in accordance with laws, following the decision of the State Council on canceling, delegating and adjusting administrative approval items and other matters, in order to further promote the transformation of government functions and the reform of the administrative approval system and to promote the streamlining of administration and delegating powers and the combination of decentralization and control and the optimization of service.
I. Administrative Measures for the Review of the Safety Examination of New Food Raw Materials
(1) Article 5.2 will be amended as follows: "The technical review body of new food raw materials under the National Health and Family Planning Commission (hereinafter referred to as the review body) shall be responsible for the technical review of the safety of new food raw materials and shall provide comprehensive examination conclusions and recommendations."
(2) One article is added after Article 14: "The conclusions of the comprehensive review provided by the review body shall include the results of the safety review and the results of the risk assessment of social stability."
(3) Article 21.2 will be amended as follows: "In case of any applicant passing through the safety examination of new food raw materials by fraudulent means such as deception and bribery to obtain a license, the National Health and Family Planning Commission shall revoke the license, and the applicant is banned from re-applying for a new food raw material license within three years."
