Interim Administrative Measures for Agencies for Government Purchases

Chapter I General Provisions

Article 1 In order to strengthen supervision of agencies for government purchases and enable agencies for government purchases to development in a regulated manner, these Measures are formulated in accordance with the Government Procurement Law of the People's Republic of China, the Implementing Regulations of the Government Procurement Law of the People's Republic of China and other applicable laws and regulations.

Article 2 For the purpose of these Measures, agencies for government purchases (hereinafter referred to as "agencies") refer to social intermediary organizations that function as agents for government purchases as entrusted by purchasers, excluding institutions for intensive purchases.

Article 3 These Measures apply to the directory-based registration, practicing administration, credit rating and supervisory inspections for agencies.

Article 4 Finance departments under all levels of people's governments (hereinafter referred to as "finance departments") shall supervise the engagement of agencies in regard to government purchases according to the law.

Article 5 Finance departments shall step up the training offered to agencies in respect of their engagement in government purchases, to improve the professionalism of agencies constantly. Social forces are encouraged to carry out training sessions to boost agencies' business capability.

Chapter II Directory-based Registration

Article 6 Agencies are administered through the directory-based registration. Each provincial finance department shall prepare a directory of agencies for government purchases (hereinafter referred to as "directory"), relying on the sub-web for each province under the official website for China's government purchases (hereinafter referred to as "provincial sub-web").
