In accordance to the requirements of the Guiding Opinions of the General Office of the State Council on Accelerating the Advancement of the Reform of Integrating Multiple Certificates and Licenses into One Consolidated Business License ( Guo Ban Fa [2017] No.41, the "Opinions"), the reform of integrating multiple certificates and licenses into one consolidated business license (the "'Multiple-into-one' Reform") has been fully implemented in China as of October 1, 2017. And with a view to effectively solving issues, including but not limited to, unbalanced, lack of coordination or inadequate implementation of the reform in different regions and based on the guiding opinions of Premier Li Keqiang saying that "the reform of integrating multiple certificates and licenses into one consolidated business license shall be put into practice and known to all", thirteen authorities including the State Administration for Industry and Commerce have achieved the consensus on advancing the reform of integrating multiple certificates and licenses into one consolidated business license as follows:

I. Clarify the scope of enterprise-related certificates and licenses to be integrated
In conformity with the requirements of integrating certificates and licenses in the Opinions, after summing up practices of different regions, all the relevant departments have determined, after negotiation, that 19 items of certificates and licenses relating to the enterprises (including enterprises, individual businesses, and specialized farmer cooperatives, the "enterprises") shall be integrated into the consolidated business license based on the "five-in-one" practice, and "a total of 24 licenses and certificates shall be integrated" in the first stage. The catalogue of enterprises-related certificates and licenses for the national "Multiple-into-one" Reform (the "Catalogue", see Appendix 1) shall be updated and administrated in a dynamic manner, and the certificates and licenses which are not listed in the Catalogue yet meet the integration requirements shall be included into the scope of the "Multiple-into-one" Reform in batches by stages to ensure the integration in batches as time is ripe on a systematic basis.
