Departments (bureaus) of human resources and social security and departments (bureaus) of civil affairs of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps, and personnel departments of all ministries and commissions under and organizations directly under the State Council,
To strengthen the construction of the talented social work professional team and improve the occupation level evaluation system for talented social work professionals, the Ministry of Human Resources and Social Security ("MOHRSS") and the Ministry of Civil Affairs ("MCA") have developed the Measures for the Evaluation of Senior Social Workers, which are hereby issued to you for compliance and implementation.
Measures for the Evaluation of Senior Social Workers
Chapter I General Provisions
Article 1 The Measures are hereby formulated subject to the Guiding Opinions on Driving the Talent Assessment Mechanism Reform by Category (Zhong Ban Fa [2018] No.6) and related provisions on the national vocational qualification system in order to improve the occupation level evaluation system for talented social work professionals, evaluate occupational abilities of social workers scientifically, objectively and impartially and enhance professional management of and incentive guarantee for social workers.
Article 2 Senior social workers represent the advanced level in the occupation level evaluation of social workers.
Article 3 The evaluation system combining examination and review is adopted for senior social workers. Only after social workers pass examinations and reviews, can they become qualified as senior social workers.
Article 4 The evaluation of senior social workers is carried out under the united leadership of the MOHRSS and the MCA. The "Office for Occupation Level Evaluation of National Social Workers" (set in the MCA) co-founded by the MOHRSS and the MCA is responsible for the study on policies and evaluation standards concerning the evaluation of senior social workers, the daily management of examinations, the organization and implementation of reviews, and the guidance, supervision and check on the evaluation of senior social workers in all regions.
The evaluation of senior social workers in all provinces, autonomous regions and municipalities directly under the Central Government is organized and implemented jointly by local departments of human resources and social security and departments of civil affairs, with the specific assignment of responsibilities to be determined locally upon negotiation.
Professional advantages of social organizations are fully exploited, and such social organizations and professional institutions as qualified industry associations and professional societies are gradually driven to undertake the evaluation of senior social workers in an orderly fashion.
Chapter II Occupational Makings and Abilities
Article 5 Senior social workers shall take a firm correct political stand, uphold the leadership of the Communist Party of China, observe the Constitution as well as various laws and regulations, put guidelines and policies of the Party and the State into action, and practice the core socialist values.
Article 6 Senior social workers shall possess a good sense of social responsibilities and professional mission, embrace professional concepts of social work, observe professional ethics of social work, and actively maintain a professional image.
Article 7 A senior social worker shall have the following occupational abilities:
